Action Against Hunger is a recognized humanitarian association as public utility and founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food safety and livelihood, water, hygiene and sanitation and mental health and care practices.
- Contract duration: 1 year
- Receiving base: Pemba
- Availability: Imediate
- Special Conditions: Position available for all Mozambique
- Remuneration: 172,652.00 (Gross monthly Income) and 13th Month paid in December (prorata depending on the starting date)

OBJECTIVE:
- Define logistics strategies (in conjunction with the Logistics HoD) and ensure their performance and optimization for the logistics sub-sectors under his/her responsibility.
SPECIFIC OBJECTIVES (NOT COMPLETE):
Mission 1 : Define the strategy for the relevant sub-sectors at country level in conjunction with the Logistics HoD
- Define the strategy and the related budget planning for the country in collaboration with the Logistics HoD;
- Anticipate program needs and coordinate planning with the strategy;
- Improve the country strategies according to the needs communicated by the bases and the HoD Logistics.
Mission 2 : Supervise the management of the country supply chain (purchasing, procurement, storage and deliveries)
- Participate in the writing of project proposals as a technical expert for procurement and budgeting;
- Work with Program Managers and/or HoD on Project Procurement Planning;
- Ensure compliance with ACF’s logistics procedures and supervise the application of these procedures internally and by suppliers;
- Ensure the respect of the traceability between the supply and the storage (integration of the IKD in LINK, filing of the documents of justification of these IKD);
- Verify and compile the monthly report for the supply chain part (KPVI, PFU, SFU, IKD and price list);
- Ensure that all supply chain documentation and purchasing records are complete (PD, PR, SRO, DN), scanned and archived physically and electronically;
- Analyze and report on supply chain indicators and performance to HoD Logistics;
- Validate purchasing files by delegation from HoD Logistics.
Mission 3 : Supervise the management of General Services: vehicles, motorcycles, generators, energy, ICT
- Supervise the management of the fleet: maintenance, cost monitoring, administrative management (insurance, documents);
- Check the fuel consumption and take measures to avoid any fraudulent actions;
- Supervise the compliance of facilities with energy standards;
- Supervise the secure, high quality and continuous power supply to the bases;
- Assist in the implementation of the ACF environmental policy on the mission;
- Analyze the indicators and performance of General Services and report to the Logistics HoD;
- Oversee the management of equipment and ensure the updating of the mission equipment list;
- Supervise the management of the mission’s IT and telecom resources.
Mission 4 : Monitor stock management
- Ensure compliance with stock management procedures and instructions;
- Ensure that safety stocks are maintained and respected at all times;
- Establish a restocking level if necessary;
- Regularly check the storage conditions;
- Control inventory counts (monthly and random);
- Conduct regular stock checks to ensure that cleaning, organization, ventilation and temperature control are being followed and respected;
- Advise warehouse manager on pharmacy management as needed;
- Liaise with the pharmacist to ensure proper medication tracking;
- Make sure all documents match (physical inventory, stack cards, stock cards, stock report);
- Temperature monitoring is done properly at the pharmacy through the use of Log Tag.
Mission 5 : Manage international transport in collaboration with the HQ
- Keep a permanent watch on the international supply chain – routes, logistics actors and import processes;
- Contribute to the decentralized stock management strategy and work with programs to plan forecasting requirements;
- Coordinate with relevant stakeholders on import processes, including the Headquarters Procurement Unit and relevant country authorities;
- Transmit to the head office the information necessary for the contracting of the carrier if necessary ;
- Negotiate terms and conditions with the freight forwarder;
- Supervise the transmission to the freight forwarder of the information required for customs clearance;
- Monitor delivery times and quality.
Mission 6 : Manage the logistics team
- Establish a work plan;
- Monitor the planning of the supply logistics team at the capital level;
- Delegate activities and verify that they are carried out;
- In the absence of a direct team member, take over the activities ;
- Organize training sessions, including LINK support;
- Provide technical support to the team as needed.
This list of responsibilities is not exhaustive. Some others responsibilities / tasks can be added, according to the activities and after validation by the Superiors.
SKILLS REQUIRED:
Diploma / Level of studies and Experience
- Bachelor’s degree or higher in Logisitcs and/or Business administration or another related field. CIPP / CSCP / CPSM is an asset;
- Practical experience in mission procurement and stock management;
- Minimum 3-years experience in procurement management;
- Excellent team management skills, good listener, high communication skills;

Skills:
- Have proven interpersonal, networking and negotiation skills;
- Open minded and flexible character, autonomous and result oriented;
- Have a very good command of English and Portuguese, both written and verbal;
- Have excellent writing skills and oral communication skills.
