A Action Against Hunger pretende contratar um (1) Emergency Health and Nutrition EXPERT para Pemba.
Action Against Hunger is a recognized humanitarian association as public utility and founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food safety and livelihood, water, hygiene and sanitation and mental health and care practices.
Contract duration: 3 Months (Renewable subject to funds)

Receiving base: Pemba
Availability: Immediate
Special Conditions: Position available for all Mozambique
Remuneration: 172,652.00 (Gross monthly Income) and 13th Month paid in December (prorate depending on the starting date)
Benefits: Health insurance including partner and children (providing certificates); 2 days per month paid leaves
OBJECTIVE
• The objective of the post is to provide technical guidance and support to ACF team in health and nutrition emergency within North Mozambique (Cabo Delgado, Niassa and Nampula provinces), in order to improve quality of interventions.
SPECIFIC OBJECTIVES (NOT COMPLETE)
Objective 1: Provide technical support in emergency health and nutrition to improve project and program quality
- Participate in elaborating and implementation of health and nutrition country operational strategy;
- Analyse ACF’s internal capacities in health and nutrition emergency to meet the need, and develop an action plan according to context and needs;
- Review and map the intervention mechanisms of partners (health authorities, NGOs, CSOs);
- Define intervention thresholds;
- Define the administrative aspects required to launch an intervention, including the preparation of an MoU if necessary;
- Provide methodological support to consider the specificities of the context;
- Support the dissemination of ACF’s positioning in health and nutrition at national, provincial and/or district level;
- Prepare a note/synthesis summarizing the main results achieved by ACF, including operational recommendations.
Objective 2: Develop tools, guidelines, and SOPs in emergency health and nutrition
- Develop internal ACF tools for implementing, monitoring, evaluating, and learning activities;
- Elaborate tools to facilitate the submission of project proposals: capacity statement, detailed needs, organization chart, chronogram, donor guides in health/nutrition, etc;
- Develop new SOPs and adapt existing SOPs to health and nutrition in delimited provinces.
Objective 3: Strengthen team and partner capacities in emergency health and nutrition
- Identify the capacities and assess the reinforcement needs of the ACF health and nutrition team, and partners and staff from other structures as required
- Develop the necessary training materials and modules (according to national, ACF and international protocols and standards) and make them available to the nutrition and health teams to cover the technical aspects in the field of reference
- Propose refresher courses if necessary and possible for the teams according to the remaining needs identified
- Support health and nutrition team for budget monitoring and procurement
Objective 4: Increase ACF health and nutrition programming quality and technical expertise in the delimited provinces
- Produce analyses of the nutritional and health situation in the delimited areas, in conjunction with Action contre la Faim’s other sectors of intervention
- Identify health and nutrition needs according to context
- Participate in drafting new nutrition and health proposals for donors
- Building budgets for Nutrition & Health programs
- Participate in reporting for donors
- Develop partnerships with local health and nutrition civil society organization
- Promote capitalization, technical development and research in Nutrition & Health.
- Objective 5: In collaboration with the manager, represent ACF and its positioning in health and nutrition internally and with governmental, local and international agencies
- Represent ACF in meetings with health authorities and various agencies (e.g. cluster)
- Promote ACF’s positioning adapted to the context with local partners (NGOs, MoH, etc.)
- Develop and disseminate to partners all relevant technical reports, activity reports and ACF health and nutrition strategies
Objective 6: Deliverables
- Training reports for project teams, stakeholders and partners
- Reports on the various workshops held during the process
- Implementation plan/ support for the implementation of the roadmap
- Activity monitoring and evaluation plan
- Lessons learned and recommendations
- Mission report, including process, challenges and recommendations on specific mission objectives
- Summary of main findings
This list of responsibilities is not exhaustive. Some others responsibilities / tasks can be added, according to the activities and after validation by the Superiors.
SKILLS & EXPERIENCE REQUIRED FOR THE POSITION
Level of education and experience:
- Medical or paramedical background (Doctor, Nurse, Midwife) with Master diploma in health or/and nutrition (MPH, equivalent)
- Minimum 3/4 years’ experience with international NGOs, in equivalent technical position
- Minimum 3 years’ experience implementing, monitoring, evaluating and learning emergency health and nutrition programs including mobile teams
Knowledge in:
- Humanitarian contexts and principles;
- International norms, national standards and policies in health and nutrition;
- Concepts and definitions in emergency health and nutrition;
- Epidemiological approaches;
- Sexual and Reproductive Health and Right including MISP for SRH;
- Nutrition in emergency including CMAM, IYCF-E and MAMI approach;
- Epidemics including Malaria, HIV/AIDS, vaccine-preventable diseases, cholera, etc;
- Principles of project cycle management.
Technical skills:
- Identify, analyse a health and nutrition technical alert and implement an action/communication to respond to this alert
- Collect, manage and analyse qualitative and quantitative data
- Manage and follow-up pharmacy supply and stock
- Contextualize knowledge in emergency health and nutrition to propose the most relevant and up-to-date orientations
Cross-disciplinary skills:
- Analyse and produce quality technical summary documents
- Formalize a procedure/process
- Lead a training session
- Communicate effectively orally and in writing in the required language
- Represent ACF
