Full-time Finance Assistant

The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, the Central African Republic, Southern Chad, South Sudan and Syria and Iraq.

The Finance Assistant is based in Pemba, Cabo Delegado with frequent field visits in Cabo Delegado and report to the Program Coordinator.

Responsibilities:

  • He/She works closely with the Head of Mission and the Senior Logistics Officer.
  • He/she is responsible for supporting all financial and administrative activities in support of MENTOR’s programme in Mozambique.

Specific Responsibilities:

Administrative and Human Resources Tasks

Administrative management:

  • Filing and organising all MENTOR’s administrative and finance documents in hard and soft copy;
  • Filing all incoming and outgoing correspondence in the correspondence book.

Human resources management:

  • Maintain HR files for each national staff (job application, CV, ID copy, NUIT & INSS Nº, employment contract, ToR, CoC, CoI, disciplinary procedures, leave requests & records, salary payslips etc.);
  • Ensure that all national staff is covered with an employee accident insurance;
  • Ensure that staff respect the date of submission of all required administrative documents and report any irregularities to the Head of Mission;
  • Plan and record the leave for the national staff;
  • Prepare the monthly payroll for national staff, ensure accurate and on-time payment of monthly salaries for MENTOR staff;
  • Ensure accurate and on-time payment of INNS and IRPS for all national MENTOR staff;
  • Support the Program Coordinator in payments of daily campaign workers.

Financial Tasks:

  • Enter the relative data the Cashbook, Safe and Bank balance-sheets on daily basis;
  • Execute weekly cash counts with the Operational Support Coordinator;
  • Under the supervision of the OSC, ensure availability of funds in the petty-cash box for day-to-day purchases and payments;
  • Verify all financial support documents as quotations, invoices, good receive notes, contracts and procurement authorisations before payments;
  • Ensure that payments to be made in accordance with the Mentor and donor financial procedures;
  • Ensure that requests for advances are in accordance with the procurement process document and the final reconciliation between advances and liquidations;
  • Ensure that all advances are liquidated before the end of the month and report any irregularity to the OSC;
  • Closing the accounts each month and sending all the necessary documents to the OSC (balance sheets, cash counts, expenditure records including support documents, payroll);
  • Ensure that all financial and administrative documents are scanned and filed;
  • Support the OSC in expenditure forecasts and verify each expenditure again the program budget;
  • Preparing bi-monthly cash request to the HQ;
  • Report to the OSC any irregularities in the presentation of the procurement or administrative documents;
  • Comply with MENTOR and donor Code of Conduct including anti-corruption and anti-bribery policies and with MENTOR Safeguarding Policies.
