Remuneration: 118,184.00 Mtn (Gross monthly Income) and 13th Month paid in December (prorata depending on the starting date)

SPECIFIC OBJECTIVES (NOT COMPLETE)
Assist the Project Manager in planning, implementing, supervising, monitoring and reporting the project’s activities.
Objective 1: Support the PM in planning, implementing, and reporting the Project
- Assists the PM in planning, supervising, monitoring and reporting the implementation of the various projects’ activities using Action Against Hunger tools (Activity Progress Report, budget follow-up, etc);
- Contribute in preparing M&E tools, plans and reports;
- Assists the PM in ensuring efficient coordination between the project partners (three partners) and project staff;
- Prepares action plans, and regularly follows up activities;
- Conduct to the monthly budget follow-up and forecast;
- Supports and follow up procurements in coordination with logistics;
- Responsible for the implementation in the working sites of the safety measures/rules for both Action Against Hunger team and the populations/public;
- Implements transparency and accountability measures for the project beneficiaries, by including them throughout the project cycle;
- Regularly receive and revise reports from the project team and maintains a thorough knowledge of all field activities;
- Ensure that databases and data analysis as well as activity indicators are followed up and harmonized;
- Ensure a continuous evaluation of methods and follow-up of the project, and propose improvements ;
- Participate in the analysis and drafting of activity reports and the evaluation of those responsible for projects;
- Propose and organize Food security assessments and reports;
- Ensure capitalisation of project documentation (including assessment reports, methodology, beneficiary selection and list, distribution reports, training reports, etc);
- Develop a detailed capacity-building plan to mentor and coach project and partner staff assigned to the project;
- Any other task assigned by the line-manager.
Objective 2 : Ensure local Action Against Hunger representation, and ensure internal and external coordination within the intervention area
- Support the PM in coordinating Action Against Hunger action with other stakeholders working in the intervention area;
- Support the PM in coordinating with the projects’ sectorial components and with the project partner/s;
- Ensure communication between the coordination and the food security team and the partner/s field staff;
- Represent Action Against Hunger in external meetings or events as delegated by the PM or in his absence;
- Participate in internal and external coordination meetings (ensure minutes of meetings when necessary);
- Ensure the reporting to authorities or external partners when necessary;
- Any other task assigned by the line manager.
Objective 3: Manage his/her project team
- Elaborate the team’s work schedule;
- Ensure technical support, supervision and monitoring to the project field team;
- Take part actively in the recruitment and the training process;
- Assist the PM in evaluating (performance appraisal) Action Against Hunger project team;
- Identify gaps in capacity of the whole project team (including partner/s), and develop specific training sessions with the PM;
- Deliver internal training with a high standard;
- Monitor Action Against Hunger FSL team attendance, punctuality and work performance and takes corrective action including disciplinary action if required;
- Assist in implementing training courses;
- Explain and ensure the application of the project methodologies and SOPs.
Objective 4: Gender Action
- Contribute to the development of necessary gender methods and tools, such as overall guidelines and guidelines for specific processes and the work of different parts of the department;
- Initiation of a competence development programme, if not already carried out, and initiate on-going activities to increase the professional capacity of all staff in gender mainstreaming, using own resources or outside expertis;
- Develop indicators for assessing progress with gender mainstreaming, adapted to the various types of work in different parts of the department;
- Arrange for the preparation of special reports as needed, on particular gender issues;
- To ensure sex disaggregation in all project reports (APRs, Donor reports);
- Ensure the inclusion of boys, girls, women and men in all project implementation especially in Action Against Hunger supported communities;
- Demonstrate experience and/or personal commitment to promoting gender equality within the Action Against Hunger working environment;
- Ensure that project activities are carried out with cultural sensitivity, promote gender equality and inclusion of marginalised groups;
- Work with field teams to ensure access and participation of women, men, girls and boys at risk to Action Against Hunger interventions;
- Include gender lens and component in to all trainings for beneficiaries, project staff and partner staff.
SKILLS REQUIRED
Diploma / Level of studies:
University degree (Rural Development, Agriculture or equivalents) professional experience in implementing Food Security and Livelihoods projects (particularly related to Development projects).
Required skills
- Experience in implementing development projects related to Food Security
- In-depth understanding of Agriculture (particularly nutrition sensitive agriculture)
- Training and management skills
- Commitment to humanitarian principles
- Analytical capacity
- Budget management, monitoring and reporting skills
- Good communication with others
- Good level of written and spoken English
- Good skills of Microsoft skills
Other preferred skills:
- Knowledge of Mueda District (context and languages)
- Previous working experience in NGOs.
