Special Conditions: Position available only for residents from Cabo Delgado and Nampula.
Remuneration: 82,215.00 (Gross monthly Income) and 13th Month paid in December (prorata depending on the starting date)
Benefits: Health insurance including partner and children (providing certificates); 2 days per month paid leaves
SPECIFIC OBJECTIVES (NOT COMPLETE)
Guide, supervise and report on FSL activities focusing on the design, implementation, and monitoring of infrastructural works at the community level, Cash-For-Work, and Income Generating Activities (Trainings) in targeted communities.
Objective 1: Responsible for implementation of quality FS activities
- Evaluate support needs for proper implementation of activities ;
- In charge of training project staffs and sensitize community authorities about project activities ;
- Supervise the organization of information for meetings, events and training sessions with community members to improve their knowledge in terms of program activities;
- Responsible for the respect of project methodology for each step of activities implementation;
- Follow up FS activities with regular field supervision visits;
- Identify and anticipate problems /constraints and regularly update the Deputy Project Manager ;
- Technical responsible of activities related to livelihoods activities, Disaster Risk reduction, CFW etc.
Objective 2: Construction Activities (Design, Implement, and Monitoring)
- Develop work plans defining tasks, responsible persons, timeframe and detailed budget of CFW activities;
- Develop the design and bill of quantities (BoQ) for construction activities according to specifications and criteria agreed in consultation with FSL PM, Technical HoD, FC, local authorities, village committees, and other stakeholders;
- Ensure that the design, location, and type of materials to be used for the construction of physical structures will be resilient to natural and human-induced hazards, and responsive to the needs of women, children, elderly and persons with disabilities (PWD);
- Implement and monitor livelihoods activities in accordance with agreed work plan, design, and budget;
- Conduct regular field monitoring and ensure proper feedback mechanism among the key stakeholders including local authorities, communities and other partners;
- Provide proactive of issues and gaps, including contextual concerns, propose feasible solutions, and implement recommendations.
Objective 3: Team management and capacity building
- Setting the organization of FSL team (Planning, roles, team equipment) supported and consolidated by the Project Manager;
- In charge of the identification of training needs of his/her team members;
- Provide trainings to his/her team members according to identified needs;
- Responsible for the performance appraisal of each one of his/her team members;
- Contribute to developing training modules with the support of the Project Manager;
- Support, follow up, monitor and report on his/her team’s work;
- Encourage motivation of the team (team building activity).
Objective 4: Reporting, project coordination in field, and representation with local partners, authorities and specific stakeholders (in collaboration with the Project Manager)
- In charge of drafting weekly / monthly reports (weekly program report, project technical report), and submission to Project Manager;
- Sharing ad hoc data’s linked with sector of intervention or context analysis as requested by the Project Manager;
- Identification of needs with different stakeholders;
- Proposing innovative ways of addressing issues encountered;
- Capitalization on previous experience on ACF intervention;
- Participate in cross capacity-building technical trainings with partners;
- Facilitate the exchange of technical skills between partners and government technical departments;
- In charge of enforcing the implementation and coordination with village authorities, community elders and government technical departments.

SKILLS REQUIRED
Diploma / Level of studies:
Certificate or Diploma (or higher level) in Agricultural Science (or in a field related to agriculture and livelihood), Civil Engineering, or Rural Development and at least 1-2 years of professional experience in guiding and supervising the implementation preferably of Cash-For-Work and/or civil engineering activities.
Required skills:
- Good knowledge and experience in livelihoods and/or civil engineering activities (construction field especially designing or constructing cyclone resistant and floods resistant structures (roads, drainages, market structures);
- Income generating activities, cash-for-work, and infrastructure rehabilitation etc.);
- Computer knowledge (Word, Excel);
- Team management and planning of activities;
- Ability to analyse and synthesize;
- Good knowledge of the area intervention;
- Good communication skill;
- Good Motivation Skill;
- Good team spirit;
- Good human relationships;
- Knowledge of English and knowledge of local dialect;
- Diplomacy, good relational qualities;
- Flexibility and Creativity.
Preferred skills:
- Knowledge and experience to civil engineering works (e.g. community infrastructures such as roads, bridges etc.), IGA.
