A Action Contre La Faim pretende recrutar um Humanitarian Access and Security Senior Officer para Mueda, Cabo Delgado, Moçambique.
Contract duration: 6 months
Receiving base: Mueda

Vacancy open only to residents of Cabo delgado & Nampula province
Remuneration: 82,215.00 Mtn (Gross Monthly Income) and 13th Month paid in December (prorata depending on the starting date)

OBJECTIVOS ESPECÍFICOS (NÃO COMPLETOS)
- Assist and advise the Field Coordinator on security-related matters for ACF activities in Mueda;
- Participate and advise on the management of the security of people and assets for ACF humanitarian programming;
- Ensure communication between communities/partners and ACF on security issues;
- Carry out trainings, field assessments and safety audit missions.
Objective 1: Drafting and implementation of Minimum Operational Safety & Security Standards
Activities:
- Provide technical support for the drafting, reviewing and updating of security documents, including risk analysis tables, operating procedures, and contingency plans;
- Participate in and/or conduct safety assessments of contracted and prospective offices and residence and propose relevant measures to guarantee minimal safety and security standard;
- Supervise security guards working on all ACF premises in Mueda and ensure all relevant procedures are implemented and respected;
- Contribute to the implementation of security procedures and plans and ensure that all practical preparations are in place and known to all relevant staff;
- Conduct continual tracking and assessments of security equipment, building safety and relevant procedures;
- Ensure teams’ proper application of security measures and procedures, particularly with regard to field movements;
- Supervise movement follow up with Radio Operator or similar position;
- Coordinate purchase requisitions and interventions with the Logistics Department regarding base security requirements, and participate in the budgeting process of the project cycle management.
Objective 2: External Liaison and Networking
Activities:
- Act as key focal point for interactions with local authorities and community stakeholders to ensure ACF is known and accepted in all areas it intervenes;
- Proactively and autonomously reach out to external security actors (NGO security staff, UN, state and local security forces, local authorities and community stakeholders) in order to retain an up to date context understanding;
- Ensure communication with external interlocutors during field visits;
- Assist the Field Coordinator and/or Security & Access HoD for translation during meetings (internal/external) if needed;
- Attend internal and external security meetings if any, and provide Minutes of Meeting;
- On demand, facilitate English/Portuguese translation for all ACF staff.
Objective 3: Context Analysis & Field Assessments
Activities:
- Continuously collect information on all aspects of security (notably through media monitoring and networking) and consolidate the incidents database in areas ACF is conducting its activities;
- Report incidents as they arise;
- Use available information and understanding of the security context to advise the Field Coordinator daily on security measures for ACF staff and operations, especially movement validation;
- Participate in and/or conduct safety assessments prior to team deployment to new field areas in and around Mueda District.
Objective 4: Briefings and Trainings
Activities:
- Training security guards working on all ACF premises in Mueda;
- Participate to and eventually lead security, safety and access, as well as incident management trainings for ACF staff;
- Brief new employees and visitors on the local security context and applicable security rules;
- Participate in the monitoring and evaluation of the dissemination and enforcement of security rules by ACF staff;
- Participate in and/or conduct weekly meetings to update ACF staff on the security situation.
Objective 5: Crisis Management
Activities:
- Contribute to critical incidents management and participate in the crisis management team;
- Participate and lead business continuity with base personnel in case of hibernation, evacuation and relocation;
- Coordinate and facilitate medical evacuations in coordination with Coordination Office and external providers;
- Be lead for the writing of security incident reports;
- Any other tasks required by the line manager.
COMPETÊNCIAS EXIGIDAS
Diploma / Education level :
Postgraduate degree and/or solid professional experience in positions of responsibility.

Are an asset:
- Knowledge of local languages (Emakua, Shimakonde, Kiswahili)
