The MENTOR Initiative is a British nongovernmental organization that works in Mozambique since 2019. MENTOR has been working in Sofala and Manica provinces in the aftermath of Cyclone Iday, contributing to support local government responses in terms of vector control and hygiene promotion.
As conflict problems increase in Cabo Delgado province, and the needs of displaced population in this province increase, MENTOR will start its activities in Cabo Delgado through the implementation of a vector control and hygiene promotion program. Within this program, community health workers (APE) activities will also be supported to increase the access to medical care in communities within accessible districts of Cabo Delgado.
The Medical Coordinator will have as main task to coordinate, in close partnership with the Technical Coordinator, the implementation of medical activities done by APE, including training, supervision, and liaison with local authorities.
Work Station: Pemba, with travel to other districts within Cabo Delgado

Technical Collaboration: Country Director, Operations Support Coordinator
Responsibilities:
Activity Planning and implementation:
- Draft quarterly, monthly and weekly work plans (trainings, field supervision, data collection and logistical support);
- Coordinate with key partners (SPS, DPS) to align working methods and tools related to training, supervision and reporting ensuring all reports flow to relevant authorities;
- Manage partnerships with local provincial, district and provincial authorities, including other partners working for APE support;
- Draft a detailed training plan for the 300 APE to be supported, as well as adjust training programs, prepare logistics for training and review all technical contents of trainings to be delivered;
- Coordinate the team in charge for APE ensuring needed training, follow up and assurance of technical quality of supervision work to be conducted;
- Field operations management for all works related to APE in close coordination with coordination and logistics teams and in close collaboration with local DPS, DMS and Health Facilities teams in the reference APE areas.
Technical Coordination:
- Prepare training contents and tools for APE trainings and day to day work;
- Coordinate with MISAU technical responsible to ensure program tools total alignment with existing training and supervision tools;
- Ensure, in collaboration with M&E Coordinator, that a Monitoring and Evaluation plan exists with clear data management tools and milestones for the program, monitoring the implementation of activities monthly;
- Technical capacity supervision of the Medical officer, ensuring technical guidance is followed and APE activities follow high quality standards;
- Conduct regular field supervisions to APE and APE supervisors top ensure supply chain and reporting mechanisms are working and to ensure implementation of activities is ongoing according to high technical standards.
Representation/partnerships Management:
- Manage DOPS and DMS partnerships and coordination with other entities to ensure effective implementation of all field activities;
- Ensure Technical Coordinator is always informed about content of meetings attended of contacts made;
- Represent MENTOR in relevant meetings like cluster meetings or coordination meetings with local authorities when requested to do so;
- Present data/information about APE activities when requested.
Communication:
- Participate in regular team, technical and operational support meetings;
- Monthly report of activities completed as well as report against targets set;
- Provide key information for MENTOR internal and external report;
Code of Conduct and Security:
- Adherence to MENTOR Code of Conduct;
- Strictly follow MENTOR Safety Procedures for Cabo Delgado, contributing to ongoing improvements of security guidance;
- Significantly contribute to the implementation of good practices on Prevention of Sexual Exploitation and Abuse (PSEA) and Accountability to Affected populations (AAP).
Requires Profile:
- Background in health sciences (Medicine, Public Health or related area). Post Graduate Training (Master is a plus);
- Experience in Emergency context, particularly in health programs implementation in humanitarian context;
- Experience implementing Community health workers programs (APE);
- Autonomy, proactivity, and work capacity;
- Leadership and capacity to organize big workloads;
- Portuguese and English proficiency (spoken and written).
