Full-time Operations Manager (HR and Admin)

International NGO Safety Organisation (INSO) is recruiting an Operations Manager (HR and Admin) to Maputo.

Purpose of Role:

  • Operations Manager is responsible for the day-to-day management of the operations department (Administration, Human Resources and Logistics) and for the successful delivery of all operations functions within the country office;
  • In addition to managing the country office’s transactional and strategic HR tasks, and Admin/Tax, the OM is also expected to ensure all legal and regulatory documents are filed on behalf of INSO with the national authorities in a timely manner;
  • The OM will also manage the entire scope of facilities and asset management tasks for the country office complying in full of INSO’s procurement procedures and budgetary requirements;
  • This is a role that requires regular travel to the field offices across the country.

Main Duties and Responsibilities:

Human Resources:

  • Responsible for the timely management of all in-country recruitment processes ensuring that they are fully compliant with INSO guidance and procedures;
  • Lead the implementation and monitoring of all INSO personnel and HR regulations (national and international) to ensure country office compliance and regularly monitor national employment law;
  • Lead and coordinate employee on-boarding;
  • Coordinate and monitor national employee performance monitoring, grievance management and discipline, including HQ support for monitoring of relevant KPIs;
  • Maintain accurate and up-to-date employee (national & international) records including for leave, medical, visas, authorizations, and other required documents;
  • Facilitate in obtaining visas, work permits, and residencies as required for INSO staff and INSO visitors from HQ.

Administration:

  • Prepare the staff monthly payroll and ensure tax compliance for national and international staff;
  • Provide support to internal and external audit requests for all departments;
  • Monitor compliance with national tax codes and ensure timely compliance with local statutory reporting requirements including annual reporting to ministries;
  • Develop and oversee control systems to prevent or deal with violations of legal guidelines and internal policies;
  • Function as overall Office Manger ensuring smoothing functioning of offices including managing facilities, services, supplies and consumables, prepare leases and manage contractual agreements and relationships with vendors/contractors and all service providers, etc.

Procurement & Logistics:

  • Implement and fully comply with procurement and logistics regulations applicable for INSO and its donors in the country office and ensure all staff are aware of their roles and responsibilities with regards to procurement;
  • Enforce all controls to prevent fraud and corruption;
  • Carry out regular local market surveys for goods and services and ensure databases are kept up-to date;
  • Carry out supplier checks and vet against anti-terror or sanction lists;
  • Contribute to donor reporting in area of asset management/logistics/procurement.

Safety & Security:

  • Serve as the primary point of contact for the Global Safety Manager regarding the progress, tracking and reporting of security audit findings and recommendations;
  • In coordination with the Global Safety Manager, ensure that deadlines for updates of the Country Security Plan (CSP)/Field Office Security Plan (FOSP) and Security Risk Assessment (SRA) are met;
  • Ensure appropriate steps are taken towards safeguarding INSO facilities, vehicles, and assets in accordance with INSO’s safety and security policies and regulations;
  • Plan, coordinate, and deliver monthly awareness briefings in line with monthly safety and security audit theme.

Requirements:

  • A Degree in Administration, Human Resources, or relevant field;
  • Excellent English and Portuguese language skills, both written and verbal;
  • Minimum 5 years of relevant work experience in both HR and Administration, preferably with NGOs or international organization;
  • High attention to detail;
  • Team management skills;
  • Prior experience in logistics and procurement;
  • General knowledge of donor procurement regulations;
  • Experience as a user of HRMS;
  • Prior field experience in a similar position is a plus.

Terms and Conditions:

  • 12 months renewable contract subject to funding and performance. Salary based on INSO grading scale.
