Helen Keller International (HKI) is a global health organization dedicated to eliminating preventable vision loss, malnutrition, and diseases of poverty. In Mozambique, HKI is focused on promoting nutrition-sensitive agriculture, enhancing maternal and child nutrition, and fostering community-based health programs to ensure improved health outcomes across the country.

Scope of the Position:

The Program Manager will provide overall leadership, management, and technical oversight of all HKI programs in Mozambique. The role will focus on ensuring high-quality program implementation, fostering strategic partnerships, and optimizing the use of resources to achieve program objectives. The Program Manager will work closely with local government, partners, and donors to ensure that programs are aligned with national strategies and priorities while meeting donor requirements.

This position will be based in Maputo, with frequent travel to the provinces where HKI operates.

Key Responsibilities:

Program Planning and Management

  • Lead the development, implementation, and monitoring of all HKI programs in Mozambique, ensuring alignment with national policies, HKI’s strategic goals, and donor requirements.
  • Collaborate with stakeholders, including government ministries, international organizations, and civil society, to develop and roll out program-specific action plans.
  • Oversee the development of annual work plans and budgets, ensuring efficient use of resources and adherence to value-for-money principles.
  • Ensure timely and high-quality delivery of project activities, including nutrition-sensitive agriculture, maternal and child health programs, and community-based interventions.
  • Provide technical guidance to program teams to ensure that activities meet international standards and best practices.

Monitoring, Evaluation, and Reporting

  • Establish systems for program monitoring, evaluation, and reporting, ensuring data-driven decision-making and adherence to donor requirements.
  • Collaborate with the M&E team to track program performance against targets and milestones.
  • Support external evaluations and disseminate findings to enhance program performance and inform future programming.
  • Ensure timely submission of program reports to the Country Director and donors, highlighting achievements, challenges, and lessons learned.

Partnerships and Advocacy

  • Build and maintain meaningful relationships with key stakeholders, including government ministries, donors, and development partners, to strengthen HKI’s visibility and influence.
  • Actively participate in national and regional technical working groups related to nutrition, health, and agriculture.
  • Advocate for policies and programs that align with HKI’s mission to improve health and nutrition outcomes in Mozambique.
  • Lead strategic advocacy efforts to secure funding and support for HKI programs.

Team Leadership and Capacity Building

  • Supervise and mentor program staff, providing technical guidance and professional development opportunities.
  • Foster a collaborative and inclusive work environment that promotes teamwork and innovation.
  • Strengthen the capacity of local staff and partners to design, implement, and monitor programs effectively.

Resource Management

  • Ensure optimal utilization of resources, including human, financial, and material resources, to achieve program objectives.
  • Work closely with the finance and operations teams to track program expenditures and ensure compliance with financial policies and procedures.
  • Lead efforts to secure additional funding and resources to support program expansion and sustainability.

Qualifications and Experience:

  • Master’s degree in public health, Nutrition, Agriculture, or a related field.
  • Minimum of 8 years of experience in managing large-scale health or nutrition programs, preferably in Southern Africa
  • Proven experience working with government ministries, donors, and international organizations to implement multi-sectoral programs.
  • Strong leadership skills, with the ability to manage and mentor diverse teams in a multi-cultural setting.
  • Demonstrated ability to manage complex projects, with a track record of meeting objectives within budget and on time.
  • Excellent communication and advocacy skills, with the ability to represent HKI at high-level meetings and technical fora.
  • Strong understanding of monitoring and evaluation frameworks and experience in using data to inform program decisions.
  • Proficiency in Microsoft Office applications and knowledge of relevant software for data analysis (e.g., SPSS, Stata).
  • Fluency in English and Portuguese.
