A Action Contre La Faim pretende recrutar um SUPPLY MANAGER para Pemba, Cabo Delgado, Moçambique.
Contract duration: 6 months
Receiving base: Pemba
Availability: Immediate
Special conditions: Vacancy open to all provinces
Remuneration: 118,184.00 Mtn (Gross montlhy Income) and 13th Month paid in December (prorata depending on the starting date)
Benefits: Health insurance including partner and children (providing certificates); 2 days per month paid leaves
SPECIFIC OBJECTIVES (NOT COMPLETE)
Mission 1: To ensure the smooth running of the Mission’s Supply Chain
- Oversee the weekly requisition process;
- Ensure that all information is correctly filled in and processed according to the ACF Log Kit standards;
- Keep the different departments informed of the processing of their orders at the coordination level;
- Ensure that all supply chain documents are archived in accordance with Kit Log procedures;
- Ensure that physical control and stock monitoring are in line with each other and carry out regular and ad hoc checks;
- Check and compile the monthly report for the supply side (LINK, SFU, IKD) ;
- Analyze the indicators and performance of the supply side;
- Ensure that ACF’s logistics procedures are followed and supervise suppliers on the application of these procedures;
- Prepare cash flow forecasts;
- Control stock management (storage conditions, reports, expiry dates) and stock movements concerning supplies and deliveries to the field.
Mission 2: Supervise supplies
- Link PPPs to purchase lines to avoid market splits;
- Anticipate the procedures to be followed in conjunction with the Purchasing Manager according to the specific procedures of KLV3 and the donors;
- Participate in the identification of framework agreements that need to be produced at mission level to facilitate procurement and responsiveness;
- Maintain good relations with existing suppliers with whom ACF deals;
- Support the supply team in processing requests by prioritizing them according to needs and deadlines
- Support the supply team by running the procurement processes when needed and when delegated by the log HOD;
- Anticipate financial needs through cash flow forecasts.
Mission 3: Supervise storage management and inventory control
- Ensure that stock management procedures and instructions are followed;
- To ensure that the security of stocks and compliance with the relevant rules is maintained at all times;
- Establish replenishment levels if necessary;
- Controlling stock inventories (bi-annual and random) ;
- Regularly check the storage conditions (regular cleaning, organisation, ventilation and temperature control monitored and respected);
- Ensure that all documents match (physical inventory, stack cards, stock cards, stock report).
Mission 4 : Manage the Supply team
- Establish a work schedule ;
- Controlling the planning of the logistics team in the capital;
- In case of absence of a direct team member, organize the back-up;
- Organise training sessions;
- Conduct appraisal interviews ;
- Provide technical support to the team.
Mission 5: Ensure smooth management of the LINK software on the mission
- To be the LINK focal point with headquarters;
- Informing the LINK team at headquarters of any problems with the information system;
- Provide adequate training to all new users (applicants, logistics users, etc.);
- Supporting users when they encounter unusual situations with the software on how to solve them;
- Manage LINK data (delivery locations, local markets, local suppliers, taxes…).
Mission 6: Archiving
- Ensure that all procurement & Supply documentation (purchase records, storage, transport) is scanned and archived electronically on LINK and in hard copy in the archive room;
- Liaising with the base logisticians to send all paper procurement & Supply files to the capital for archiving;
- Regularly monitor the scanning of documentation and if correct archiving on the NAS/LINK.
Mission 7: Report
- Complete and maintain the Contract Tracker in conjunction with the Purchasing Manager;
- Ensure that the Stock Report is updated.
SKILLS REQUIRED
Diploma / Level of studies:
Bachelor’s degree or higher in Logisitcs and/or Business Administration or another related field. CIPP / CSCP / CPSM is an asset.
Required skills:
Practical experience in mission procurement and stock management
Minimum 3 years experience in procurement management
Excellent team management skills, good listener, high communication skills
